EOTA是欧洲技术认可组织（European Organisation for Technical Approvals）的英文缩写，该组织由与欧盟成员国及欧洲自由贸易协议成员国提名的欧洲技术认可认证机构组成。EOTA的主要职责是编写ETA指导方针，并负责与ETA认证相关的一切活动。EOTA与欧洲的EC， EFTA， CEN等组织都有紧密的联系与合作关系。

欧洲技术认可组织（EOTA）简介
ETOA是在欧盟安全CE建筑产品指令（Construction Products Directive）89/106/EC (CPD)的背景下产生的，其目的是解除欧洲对于建筑建材产品的不同标准而导致的技术壁垒。
通过ETA认证的产品，满足符合性证明的规定，可以标注EC标志并在欧洲自由贸易协议成员国市场上自由流通。

ETA认证的意义及适用范围
ETA是欧洲技术认可（European Technical Approval）的英文缩写。 建筑建材产品的ETA认证是在欧盟安全CE建筑产品指令89/106/EC (CPD)的六大基本要求的基础上，对产品对于指定应用范围的技术性能的有力证明。

建筑建材类产品可以申请ETA认证的前提是：CE指令对于该种产品没有强制认证规定。当产品通过ETA符合性证明程序，满足ETA相关标准，欧洲技术认可认证机构将允许制造商在产品上标注CE标识。ETA认证在全体欧洲自由贸易协议成员国有效，证书有效期5年。

生产商申请ETA认证，需要提供以下文件：
The Application Form 产品认证申请表
Description of the construction product 建筑建材类产品说明
Product specifications 产品规格书
Test reports 产品检测报告（如生产商曾为该产品申请检测）
Drawings 产品爆炸图
The intended use of the product 产品使用说明
ETA所涉及产品:建筑类产品,通常有--锚栓、内迫壁虎、外迫壁虎等

ETA认证基本流程：
一、确定产品ETAG标准（技术评估大纲）
我司产品符合的指令为欧盟建筑产品指令(EU) 305/2011(CPR)，欧盟协调标准就是用来指导产品满足指令基本要求的详细技术文件。
二、确定产品应符合的详细要求
产品满足其所适用的所有协调标准的要求,才被视为符合相关的基本要求。是否适用协调标准完全是自愿的，您也可以选择其他方式来满足相应的基本要求。
三、确定产品是否需要公告机构参与检验
您的产品所涉及到的每一个指令都对是否需要由第三方公告机构来参与ETA的审核有详细的规定。这些公告机构都是由欧盟委员会授权的，并在NANDO（ 新方法指令公告机构及指定机构）的档案中有详细的清单。
四、测试产品并检验其符合性
制造商有责任对产品进行测试并且检查其是否符合欧盟法规（符合性评估流程），风险评估是评估流程中的基础规则，满足了欧盟相关协调标准的要求后，您才有可能满足欧盟官方法规的基本要求。
五、起草并保存ETAG标准要求的技术文件
制造商必须根据产品所符合指令的要求及风险评估的需要，建立产品的技术评估文件European Assessment Document (EAD)。如果相关授权部门要求，制造商须将技术文件及EC符合性声明一起提交检查。
六、在您的产品上加贴ETA标志并做EC符合性声明
ETA标志必须由制造商或其授权代表加贴在产品上。ETA标志必须按照其标准图样，清楚且永久的贴在产品或其铭牌上。如果公告机构参与了产品的认证，则ETA标志必须带有公告机构的公告号。制造商有义务起草EC符合性声明，并在其上签字以证明产品满足ETA要求。经过以上六个步骤，您的贴有ETA标志的产品就可以在欧洲市场顺利流通了。
